"Squeezed in between buildings at the top of some steps near the harbour is this ‘legend’ of a restaurant. The food is really good with portions of vegetables which could easily go between two. We saw several untouched veg bowls go back to the kitchen just simply too much. Prices are so much cheaper than other establishments nearby and the service is friendly and casual. Bottles of wine are unbelievably cheap around £20 each but I would rather pay more for a better quality wine to complement the great food. They don’t do cocktails and the bar selection isn’t wonderful but if you’re going more for the food then this is your place."

Food was lovely as always… but the older waitress (possibly the owner) is the rudest person we’ve ever met, arrogant and unprofessional. We’ve been going there years, same disgusting attitude every time, nearly took it personal at one point, till I realised she’s like it with most people.

First time here and absolutely amazed by the quality of the food, the price and the service. I went for king prawns with garlic butter which was a great size and so tasty. The old English fillet steak was phenomenal! Cooked to perfection, the chef definitely knows what he is doing! The food, drink and atmosphere was great and we will back soon! Thanks for an amazing evening!

Steps has always been one of the first restaurants on our list when visiting Torquay so on Saturday we visited again. The first thing that hit us was the generally poor level of cleanliness, something not seen before. Dirty sticky table, dirty cutlery, very dirty drinking glasses, table mats that had seen better days the floors were so sticky. Thankfully the food was of a reasonable standard but after many visits this will be our last!

I went there for my friend's birthday dinner. It was my first time at this restaurant. I had Old English, fillet steak stuffed with Stilton cheese, cooked to perfection and the sauce was so tasty. I loved garlick roast potatoes and vegetables, especially red cabbage. I couldn't resist and ordered their apple pie with custard and I am definitely having it again. Lovely staff ! Just fab all round can't wait to go again and try Surf and Turf my friend had, I tried king prawn which was massive and it was the best ever. Thank you for this amazing experience! See you soon. We went to Legends at Steps for a celebration meal, what can I say the food and service were excellent, we couldn’t fault our meal whatsoever, I had the 12oz fillet with black bean sauce, wow wow wow the flavours were superb sweet, sour, hint of garlic with a slight kick of chilli and black beans, to me the chef was flawless on this, well done chef!!! nice accompaniment of vegetables, I didn’t have a dessert but the rest did and said they were really enjoyable. Front of house were very knowledgeable, we all thoroughly enjoyed our evening and we will definitely be back, keep up the fantastic work

The food was ok, the vegetables were a little odd to be honest and was almost a through back to the 80's. I had the sea bass and it had been cooked beautifully although the potatoes tasted like they had been precooked quite a while ago and then reheated. Partners steak he said was very good, it came with some very white and depressing looking chips. However, above it all was the table. We had to ask for it to be cleaned because I was sticking to it. They cleaned it and it was so sticky I had to lay my napkins on the table to cover the surface. The cutlery was not great either. PLUS the table wobbled. Probably not go back.

"I took my partner to The Elephant for a birthday meal. Having looked at the Brasserie and the Tasting Menu, we opted for the latter which had the following courses. Amuse Bouche 'Risotto ' of squid and cauliflower Hand dived Bay scallop with Cornish air dried ham and apples Pan roasted fillet of halibut on parsnip puree with a spring onion and verjus butter sauce Fillet of pure bred South Devon beef fillet with cepe and artichoke mousse, beef is served pink) Light blackcurrant mousse with liquorice and creme fraiche or The Westcountry 's finest artisan cheese selection £7.00 supplement for cheese as an extra course) Chocolate, coffee and caramel mousse with vanilla ice cream Guatemela Estate cafetiere coffee or tea and petit fours It was recommended that we both ate from the Tasting Menu as it meant all the courses could be served together. Having never tried a tasting menu before, we were at first amused by the size of the portions presented and at one point joked that we would have to stop for a takeaway to fill up on. However, as the courses kept on coming, with just the right amount of time in between, by the end of the meal we were both quite happy. The ambiance was just right and the service was friendly and prompt throughout the evening. The food was superb and we could not find fault with a single course. This is fine dining at it 's best and though some may consider it an expensive night out, expect to pay more in a big city. The Tasting Menu is £45 per person and it 's worth it for a special night out. Judging by the quality of the food, we 're definitely going back to sample the Brasserie Menu. Two minor points however: I was disappointed that The Room wasn 't open, contrary to the website and I wasn 't told this when I made the booking. This has a different menu from the Brasserie but seeing as the Tasting Menu was on offer, was not an issue on the night. The option cheese course has a supplement of £7, however the amount on the plate was again of a small portion. I would suggest missing this unless you really like cheese. These two point did not detract from the overall the dining experience at all and I have to say it was the best meal we 've ever had in Torbay since moving here 6 years ago. Congratulations to Simon Hulstone and the staff who have brought in sophisticated culinary delight to a part of England that can be found lacking."
